Canada struggled through a difficult year of trade in 2024. Trade was impacted by strikes by multiple major organizations across the country, including port workers, Canada Border Services Agency (CBSA), railway workers, and Canada Post.

“2024 has become the year to forget, plagued with labor strikes across major organizations that impact trade,” said Nick Brenie, Vice President & Managing Director, Scarbrough International (CA). “As a result, trade had slowed into Canada due to the strikes that many had feared would delay their goods. Combined with the CBSA finally implementing CARM Release 2 on October 21st, 2024, Canadian importers had many wild cards that brought questions and an overall instability to supply chains.”

After some delays, CBSA put CARM in place as the new official system for paying duties and taxes on imports into Canada. We’ll dive deeper into CARM later, but its goal is to streamline the payment process for importers and CBSA, alike. More new features and updates are planned for 2025, so stay tuned for news on that throughout the year.

First Impressions of CARM

CARM brought with it big changes in the payment of duties and taxes in Canada. With the new release, all importers are now required to manage their payments to the government through the CARM Client Portal. Overall, this digitization of the process has helped simplify the process for importers.

Many importers appreciate the fact that they do not have to prepay their broker duty and GST or potentially pay disbursement fees for having their broker use their bond. And for Scarbrough customers, combining CARM with our Clarity portal allows them to match shipments to invoices digitally, saving time and stress along the way.

However, as one would expect with the rollout of any new technology, CARM did come with some hiccups and technical difficulties. A complicated registration process frustrated some users, but once clients get past that initial step the portal has been generally well-received. Another complaint our team has heard has revolved around the ticketing system set up to resolve user issues. As it isn’t working in real-time, there have been reports of scenarios resulting in storage if they involve a release.
